How to send offers:

Selection criteria:

A necessary condition for evaluating offers is to provide:

– financial conditions (price).

– specifications – technical parameters

– reference to each of the points of the specification below – technical parameters

– delivery date.

Offers that do not meet the above requirements will not be considered.

In the comparative evaluation of the offers, the following criteria will be taken into account along with the following scoring:

– gross offer price in PLN, EURO or USD – 40 points.

– compliance with specifications – technical parameters – 50 points.

– delivery date – 10 points

The number of points awarded to each of the evaluated offers will be calculated according to the formula below.

Lp = C + S + T

Where:

Lp. – total number of points awarded to the offer,

C – number of points awarded to the offer based on the criterion – gross offer price in PLN, EURO or USD,

S – number of points awarded to the offer based on the criterion – compliance with the specification-technical parameters,

T – number of points awarded to the offer based on the criterion – delivery date,

Points will be counted to two decimal places.

The Ordering Party will evaluate offers that meet the above-mentioned criteria, and offers in a given criterion will be evaluated based on the principles for awarding points specified below.

An offer can receive a maximum of 40.00 points in the price criterion and a maximum of 50.00 points in the compliance with the specification-technical parameters criterion and 10.00 points in the delivery date criterion.

The offer that receives the highest number of points in total will be deemed the most advantageous.

If two or more offers receive the same number of points, the Ordering Party will call on the Contractors to submit new offers, in which the indicated price cannot be higher than the price given in the original offer.

The results of the conducted procedure will be published on the Ordering Party’s website, where this request is located.

After selecting the offer, the Ordering Party will inform the Contractor whose offer was selected about the date of signing the contract.

If the Contractor whose offer was selected refuses to conclude the contract, the Ordering Party may select the most advantageous offer from among the remaining offers.

To confirm technical parameters, it is required to submit device brochures or catalog cards.

Service requirements:

  1. Service located in Europe.
  2. Possibility of carrying out a simple service action or technical support “on-line”.
  3. The response time to a notification of the need for service/warranty or post-warranty intervention is no longer than 48 hours.

Organizational requirements:

  1. The warranty period is a minimum of 2 years from the date of completion of the installation procedure.
  2. Assembly of the station components, integration of all components.
  3. Setting and calibration of all components.
  4. Starting the station and start-up tests.
  5. Acceptance tests of micro-roughness measurement on a sample (Thorlabs #LC1259) in accordance with ISO 10110-8:2019, point 4.3.2.
  6. The Ordering Party shall ensure vibration isolation of the optical profilometer location at least at the level of the following product, available from Edmund Optics, #87-226 High Performance Vibration Isolation System

Pricing requirements and description of scoring:

  1. The price should be expressed in PLN, EURO or USD.
  2. The offer price expressed in PLN, EURO or USD, for the purposes of resolving the inquiry, will be converted into Polish zloty at the average exchange rate announced by the National Bank of Poland on the date of publication of this announcement.
  3. The price, in addition to the inspection and measurement station (optical profilometer), must include all direct and indirect costs that the Contractor considers necessary to incur for the timely and proper execution of the subject of the order, profit and all taxes and fees required by law, in particular VAT in accordance with applicable regulations. In the gross offer price, The Contractor is obliged to take into account all information in its possession about the subject of the order, in particular the cost of delivery (transport), installation and start-up of the device at the destination (CRW Telesystem-Mesko) as well as the cost of training the Ordering Party’s staff in the operation and use of the inspection and measurement station, minimum 1 day.
  4. Points for the gross offer price criterion will be calculated according to the following formula:

C – means the number of points obtained in the gross offer price criterion (with accuracy to two decimal places),

CN – means the gross price of the cheapest offer,

Co – means the gross price of the evaluated offer.

Requirements regarding specifications – technical parameters and description of the method of awarding points:

  1. The number of all conditions of the request for quotation is 7 and is specified and described in the table “Specification – technical parameters”
  2. For each met condition the Contractor will get points in acc. to the Table 1.
  3. The total number of points for the specification-technical parameters criterion is the sum of the points from Table 1.

Si – means number of points obtained for a given parameter from the table.

Delivery time requirements and description of scoring method:

  1. Offers with a delivery date of up to 14 weeks from receipt of the offer from the Ordering Party will receive 10.00 points, while offers with a delivery date of more than 14 weeks from receipt of the offer from the Ordering Party will be rejected.

TN – the shortest delivery time counted in weeks, among the evaluated and non-rejected offers

TO – delivery time counted in weeks for the evaluated offer

Final provisions:

  1. If necessary, the Ordering Party reserves the right to request the Contractor to supplement or clarify the offer.
  2. This tender procedure may be cancelled, terminated without selecting a Contractor, or invalidated both before and after selecting the most advantageous offer, without giving any reason.
  3. Contractors participate in the tender procedure at their own risk and expense and are not entitled to any claim arising from the Ordering Party’s withdrawal from the tender procedure.
  4. The selected Contractor will provide the Ordering Party with a signed declaration on the lack of personal or capital ties between the Contractor and the Ordering Party.
